MASLOC Clarifies Payment Agreement with Minority Leader Over GHC 536,250 Loan

The Microfinance and Small Loans Centre (MASLOC) has issued an official statement clarifying its position regarding the outstanding loan balance of GHC 536,250.00 owed by Mr. Kojo Halm, following recent media reports about the matter.

In a letter dated October 23, 2025, and addressed to Hon. Alexander Afenyo-Markin, MP and Minority Leader of Parliament, MASLOC's Chief Executive Officer, Abigail Blorm Mensah, acknowledged the Minority Leader's intervention in the matter and expressed appreciation for his "commendable responsibility and commitment" in helping to resolve the outstanding arrears.

The statement confirms that a meeting took place on October 23, 2025, between MASLOC officials and the Minority Leader's office to discuss the loan arrears. According to the letter, Hon. Afenyo-Markin demonstrated willingness to assist in offsetting the loan on behalf of Mr. Kojo Halm.

Important Clarification

In a significant clarification, MASLOC emphasized that "what the media reported was not entirely what was communicated and that your acceptance to pay off the loan on behalf of Mr. Halm does not in any way make you liable to the said loan amount."

The organization stressed that the Minority Leader's involvement was purely to facilitate settlement and does not transfer any legal liability to him for the debt.

Background

The matter came to light following correspondence between MASLOC and the Minority Leader's office in October 2025. MASLOC's earlier letter dated October 18, 2025, had confirmed the outstanding balance of GHC 536,250.00 as of September 18, 2025. The Minority Leader responded on October 21, 2025, confirming his availability to meet and help resolve the matter. However ,even though the debt was in the name of one Mr. Halm,a former NPP’s Efutu constituency chairman,he fronted for Hon. Afenyo-Markin

Moving Forward

MASLOC indicated its commitment to maintaining a cordial relationship with the Minority Leader's office and expressed optimism about the successful settlement of the outstanding arrears.

The letter was copied to the Speaker of Parliament and the Chief of Staff, underscoring the high-level nature of the discussions.

This development highlights efforts by parliamentary leadership to assist in resolving financial obligations involving constituents and government lending institutions.
