Presidency Employs 808 Staff, Including 233 Political Appointees – Annual Report Reveals

The Office of the President has released its Annual Report on staffing positions for the period January 1 to December 31, 2025, revealing that a total of 808 personnel were assigned to the Presidency during the reporting period.

The report, prepared in accordance with Section 11 of the Presidential Office Act, 1993 (Act 463), provides a detailed breakdown of political appointees, civil servants, and public sector employees working at Jubilee House and other facilities under the Presidency.

According to the document, the Presidency's workforce comprises 233 political appointees, 390 civil service personnel, and 185 public service staff attached from various state institutions.

Political Appointees

The report indicates that political appointees account for 233 positions within the Presidency.

This category includes four Ministers of State at the Presidency, namely Felix Kwakye Ofosu (Government Communications), Emmanuel Kwadwo Agyekum (Special Initiatives), Seidu Issifu (Climate Change and Sustainability), and Lydia Lamisi Akanvariba (Public Sector Reform).

In addition, the Presidency employs 39 political staffers, including senior officials such as the Chief of Staff, Executive Secretary, presidential advisors, and aides, while a further 190 individuals serve in various political appointment roles, including technical coordinators, legal advisors, executive assistants, regional coordinators, and drivers.

Civil Service Personnel

The report states that 390 civil servants form the administrative and operational backbone of the Presidency.

Of this number, 138 belong to core civil service classes, including administrative officers, executive officers, secretaries, procurement specialists, auditors, budget analysts, researchers, and information technology personnel.

Another 234 staff members are assigned to the Presidential Household, providing support services across protocol, hospitality, transport, maintenance, estate management, sanitation, and security-related functions.

The report further notes that 18 officers serve under specialized secretariats, including the Zongo and Inner-City Development Secretariat and the Public Enterprises Secretariat.

Public Service Staff on Attachment

A further 185 personnel from various public institutions are attached to the Presidency to support its operations.

These include officers from the Department of Parks and Gardens, Ghana Health Service, Controller and Accountant-General's Department, Ghana Audit Service, Public Works Department, and Ghana Postal Company.

The largest groups among the attached staff are 53 personnel from the Public Works Department responsible for maintaining presidential facilities and 51 officers from the Department of Parks and Gardens assigned to presidential residences, state lodges, and other government properties.

Transparency and Accountability

The publication of the report forms part of the Presidency's statutory obligation to provide Parliament and the public with information on staffing arrangements and administrative operations within the Office of the President.

The report offers insight into the structure of the Presidency and the personnel required to support governance, policy coordination, administration, maintenance, protocol, and public service delivery functions at Jubilee House and related facilities.

The staffing figures are expected to contribute to ongoing public discussions on government expenditure, public sector management, and the size of the presidential administration.
